It took me an embarrassingly long time to figure that rule out.

I still have difficulties sometimes with things that sound as though they should be speech tags (laughed, sighed etc.).

A writing teacher once said that if you can't actually speak words while you're doing those things, then they're not speech tags therefore they need a period not a comma. Cue me sitting there sometimes trying to see if I can actually laugh the sentence I'm writing.

The way I see it is that if you really just mean "said," use a comma. Or to put it more clearly, use a comma if you're saying HOW they spoke, and use a period if they speak and then do a SEPARATE action.

"This is an example sentence," she laughed.

is a valid statement if she says "This is an example sentence" with a laugh in her voice.

"This is an example sentence." She laughed.

is a pair of valid statements if she says "This is an example sentence" and laughs afterwards.

Thus, if she doesn't laugh afterwards, the latter formulation is incorrect.

Does that make any sense?

But you can't literally laugh words, so the first version is technically incorrect.

You can say, shout, scream, whisper words, but you can't laugh, smile, smirk, etc. them.

So the correct versions would be your second version, or:

"This is an example sentence," she said, laughing.

I always thought

"This is an example sentence," she laughed.

meant she did that thing where you say something while sort of hiccuping because a laugh is catching in your throat.

You can't literally laugh words. Laugh is not a form of speech. At an extreme push some places might let you get away with something like chuckle, but not laugh.

Except you can't technically do either. You might claim you can belch a noise that sounds word-like, but you're still not actually speaking.
