I don't see it as being self conscious. It strikes me more of an old fashion, upper class British thing to do. Like ladies aren't supposed to laugh out loud with their mouths wide open. That is not proper. So, instead, they cover up their mouths as they laugh. It's make them look dainty.

(The rest of us hoodrats can laugh as loud and obnoxiously as we want.)
