Free!, yes. Free! is meant for that specific target audience.
But Haikyuu??? What are you watching/reading? It's a shounen sports anime. The only people sexualizing the characters are the slash fans/fujoshi. There's nothing deliberate in the manga/anime regarding fujoshi pandering.
