Well, you can't complete (or even progress) the Civil War questline without siding with one faction or the other, but it's not actually necessary to finish any given questline, and the Civil War questline has the fewest effects outside of its actual quests of any of the major ones, so it's pretty safely ignored.

According to the wiki text for the Season Unending quest, you can negotiate a truce after one conversation with one of their leaders.

That's a temporary truce, as part of the main story, not an actual resolution to the Civil War questline. Note this from the 'conclusion' section:

After completing the peace treaty with both sides, the Civil War questline is halted until the main quest has been fully completed.


(Emphasis mine.)

Once Alduin is defeated (the objective of the main questline*), the Civil War questline gets going again.

* As big a deal as the Civil War is outside of the game itself, it's actually a secondary questline, and the main story is preventing Alduin from bringing about the end of the world.

Yes, but do you actually have to do anything with the Civil War quest line beyond talk to one leader?

Like I said, no, you don't. You don't have to do any questline, and of all the major ones (Main, Civil War, Dawnguard, Dragonborn), it's the safest to ignore, so you can leave the Civil War untouched.
