I've always been a bit disappointed that the Imperial side didn't have an option to spread word about that in order to attempt to reduce Stormcloak support.

'So, where was Ulfric the last time some rebels got ginned up about foreign rule and suppression of their religion...?'

(And this is ignoring how much stronger the Reachmen's beef was...though it's also ignoring how much worse the Forsworn are, but the impression I got was that the original Reachmen rebellion wasn't as murderous and racist as the Forsworn became later.)

The Markarth incident was such a clusterfuck that I suspect spreading word wouldn't have done anything to help the Imperials or hurt Ulfric.

Plus, no matter how strong their beef was, the Forsworn's entire reasoning is flawed. It's just another of those 'both sides are right/wrong' things that TES is chock full of.

If you go by which race of Men settled the Reach first, it'd almost certainly be the Atmorans/Nords, because the Bretons either didn't exist until well after the Atmoran invasions, they were still slaves to the elves, or they hadn't settled beyond High Rock. There's no evidence of pre-Atmoran human settlements in The Reach. (And this is obviously discounting the fact that elves lived in The Reach thousands of years before Men came to Tamriel.)
