A lot of people still think you need an invite from a member to get an AO3 account. A lot of people are lazy.

That's a really weird stance to take.

I have an account and I never bother logging in if I am just reading.

It's not a stance as much as the plain fact that I don't know that I can take it as a compliment, thanks to people admitting that kudos are something they do at random or as a way of patting somebody on the back for the effort when they didn't want to be seen liking such a so-so fic openly, etc. The effortlessness invites arbitrariness and I can't turn off my knowledge of that.

I feel the same. I value a kudos so much more if the person was willing to sign their name to it. Given that comments are so rare, a kudos with a name attached to it is the next closest thing to personal feedback.

Well, besides these exceptions, most are people who wouldn't even bother to do anything at all unless the anon kudos was an option. It's nice seeing it versus what I recieved on LJ or Ffnet.

Don't get me wrong, I much prefer an anonymous kudos to none at all. But "signed" kudos are like RUBIES ♥

I don't create an account because I'm never gonna write a fic of my own.
Do people just make accounts if they are just reading other peoples stuff?

Some people do I think if they utilize the bookmarking system?

I did, but only semi-recently and I never think to log into the thing if I'm on mobile. I've bookmarked a hand full of fics, left a grand total of about one comment and that's it. I'm almost always anon and leave kudos or comments that way...

NA

There are also certain fics that are archive-locked and only visible to someone signed in with an AO3 account, so some readers will create accounts to access them. (Hockey RPF is the big fandom I know with a ton of locked fics, but I've seen smaller numbers of locked fics in countless other fandoms.)
