A company can ban things from its employees but it has no power over the general public. A family can make rules banning its members from doing things. But families and companies can be voluntarily left; they don't have to hold power over your life (at least in theory). The government is a considerably more powerful and pervasive force.
So if you're talking about rules a company can make, sure. But if you're talking about stuff that affects the whole fabric of society...yeah that's pretty much just the government
