Do you have any examples? It's not that I don't believe you, just that whenever people say this, the examples they give always involve the male characters looking angry and defiant, whereas the cover in question features Batgirl afraid and crying.

Different levels of victimisation, but it's still there.

They're closer than the other ones I've seen, but the expressions still don't quite read the way the Batgirl cover does. I don't think that a double standard is the main culprit here, at least in these cases. You say yourself that they're "different levels of victimisation", and even if they were all exactly as victimising as the Batgirl cover, they're ancient. With the exception of the third (Endgame #40 variant?), those were all published at least a decade ago. There was an entirely different political climate then. No one has time to go back and be outraged over random Batman covers that are older than they are.
