It is the person who works out what needs to be done, what contractors need to be employed, how much it will cost, what the timescale (realistically) will be, and makes a plan that shows how all of those come together. They also have to deal on the fly with anything unexpected, like say you've booked a contractor upon whose clompted work three other contractors depend and the 1st guy is supposed to come on tuesday so the other guys can come in on wednesday and the 1st guy cancels on monday evening; the contractor has to choose to either keep on timescale and blow the budget by hiring an emergency guy at a higher rate, or blow the timescale and push the other contractors back. Stuff like that.

The project manager has to take the blame for the choices made, and be a shit-umbrella for the guys working below them.

Yeah, if a project manager has done a good job in the planning stage, they can do very little during the active stage beyond just checking up on progress. If they screw up, or are just unlucky, they'll be onsite every day screaming at people and running around firefighting small problems.

Yeah, mostly this. Some of the terminology changes depending on the industry but that's the basic concept.

This basically. Though I'd like to add that it's a lot more than it sounds since, as soon as the shit hits the fan, the PM has to get in their and figure out a solution...and, depending on the project, that can mean 50+ hours a week.
