Not necassarily, it depends - to me the bigger indicator would be actually wanting sex with he same sex, not not wanting to have sex with everyone else.
Having sex is different from NOT having sex, in the sense that plenty of people wo do experience sexual and romantic attraction are not having it, or are choosing not to be in relationships for other reasons.
For example, my ability to be attracted to people or forge bonds was impeded by mental illness at same point. That didn't make me asexual - it made me a sexual person incapable or engaging in sex and relationships.
I believe a person in asexual if they outright state they are. But I'm not going to conclude someone is asexual because they say the're not interested in dating, or because sex is somehow an issue (I also have a friend who has body image issues that keep her from having sex - but, again, she's also not asexual).
