Are they evil? Judging from the character design they look kinda evil.

Haven't seen this show in years, but from what I remember... kinda? They were kinda ineffectuals as bad guys, and usually were a minor treath compared to whatever new villain showed up in the episode of the week.

I remember the one with the helmet not being especially evil, but mostly following the other one because... I dunno, I guess they were brothers or something? Related or not, I remember them being close, so I suppose that would explain OP shipping them, eh.

Yeah, they're supposed to be weasels, their Canadian dub names are Skulk and Sammy. Skulk is the evil one, and the other one is kinda dumb and follows orders from Skulk mostly because he's afraid of him. This particular screencap, iirc, is from a scene where the two of them find remote control planes on the dumpster and Skulk says something like 'Even an idiot could fly those, I think even you could.' to which Sammy replies 'Oh, Skulk, you say such sweet things.' LOL. I can see why OP would ship them, tbh.

My son adores this cartoon, and it doesn't have all that many episodes so I'm forced to sit and watch the same ones over and over again.
