He does, and the bookverse version of that never made it to film, so Hopkins-Hannibal never having sex with anyone in the movies may have influenced that interpretation, even though they're adapting the books for the show, not the movies. But I saw a lot of talk about how he couldn't be having sex because he couldn't get that close to anyone for fear of them somehow finding out all his deep, dark secrets immediately, so I think it comes mostly from the conflation of serious romantic relationships/intimacy with sex that's popped up in every fandom I've ever been in. Casual sex and shallow relationships just don't exist for some fans, or they see those things as so bad and icky that no beloved character of theirs could engage in them, even if he's a joyfully evil serial killer, lol.
