Could be a yeast infection. Could also be contact dermatitis from a new soap or laundry detergent.

Discontinue the new shampoo. If the itching doesn't stop within 48-72 hours, buy an over the counter treatment for yeast infections that includes a cream for external application. If that doesn't clear it up in the time indicated on the package, see a physician.

It would also be a good idea to ask your partner if he's experiencing similar symptoms.
