What is proficient though? What kind of vocabulary does that require? Even "fluent" is a subjective term that's not clearly defined. And unless you're completely lying, you may have a proficiency that's lower than the guy who was truthful about his skills, but still will allow you to do the job adequately.

And if "proficient" gets you an interview, and that guy's truthful or understated answer doesn't net him one, you'll be the one getting the job.

I think anon's point though is that they're probably going to test your skills during an interview so they'll have some idea of how good you are - and yes, those terms are subjective, but different employers will want different skill levels and they'll know what they're looking for.
