But the last two games are far, far more silly than the two before it which were made with the intention of being a GTA clone [however, the second one actually lets you play as a character on the genderqueer spectrum so if that's your jam it might be worth looking into.]

And I actually remember hearing the first two games were very much GTA clones which is why I never picked them up. I've never really been a GTA tan so it didn't appeal to me.
The sillier versions do, I just haven't bought them. Maybe I should put them on my wish list.
