Effective, or moral and effective? Because I would think some kind of humiliating public punishment could make a person think twice about bullying.

Old medieval shame culture stuff, like the stocks. That's "bullying the bullies" type stuff though. I think there was a case in Ohio where they made a bully stand out with a sign proclaiming their guilt.

Man ordered by judge to hold sign saying he bullied disabled children starts his five-hour shift.

Except a lot of bullies genuinely believe that it's the victim who's the bad one that needs to be publically shamed (in other words bullied) by them as punishment. If you promote the idea that it's the right way to act, this will only lead to more bullying.
