I don't think anti-bullying campaigns are very effective either, and individual interventions don't seem likely to do much good.

I think most of the things that can have an effect don't have much effect on individual cases. I think having a real structure and organization and logic underlying discipline helps, especially if it's one that's sane and compassionate and that's actually stuck to. It helps prevent and limit bullying. And I think building a kinder and more compassionate culture would help immensely. That's hard to do - it's hard to figure out what it means - and it's not something that's going to help individual cases but it's the only thing that seems like it'd have a hope of working even slightly.
