I don't know if anti-bullying campaigns help because I've never seen bullying statistics and wouldn't know if they are reliable anyway. I don't think anecdotes either way are helpful. Do you have any sources of statistics on bullying and anti-bullying campaigns?

But if I were to guess, I think bullying getting a spotlight as a bad thing is helpful. I would guess it's less often being dismissed as "kids should just work it out" or "toughen up!". I think taking bullying seriously is at least a first step.

Frankly I think having stricter supervision from school staff is the way to go. Shut down bullying as you see it happen anywhere on school grounds. Have prolific resources available to bullied kids - make it "normalized" in the school atmosphere for a bullied kid to be able to see a counselor. Get parents involved. Take ANY physical aggression very seriously. A high school kid beating up another high school kid is not "kids working it out", it is a crime.
