DA. I'm an illustrator and to me it's absolutely the same thing. I actually get frustrated when other artists treat photographers that way and what's funny is every art training worth it's salt will tell you NOT to.

Like I knew a fine artist who ripped off my photographer friend and we were all pretty outraged. It's fine to use photography for reference and it's fine to use art for reference but ripping it off completely is a big no-no.
