Eh... the 2004 POTO had a fandom. But it also split the existing POTO fandom, which had been watching the movie drown in development hell for over a decade, into warring camps of pro and anti movie fans. Then came Love Never Dies and another schism. I'd say the phandom as a whole is still pretty active, although the biggest website and associated forums going under, along with fandom as a whole migrating to tumblr, means there's not really a central fan hub anymore. We're about due for another adaptation. And yeah, Les Mis is the other big musical fandom out there. Good thing the main action is about 50 years apart or there'd be more POTO/Les Mis crossovers.
