Varys would fit right in on Cardassia Prime.

Not sure how successful he'd be at the games of intrigue since people like him and Littlefinger seem to be outnumbered by the Honourable-to-the-Point-of-Dumb types like Ned and the Not-So-Subtly-Evil types like Joffrey, so I'm not sure he really has quite the level of game for a society built on it.

But he'd fit in.

Now I'm wondering about how all the other GoT characters would fit in to Trek. I think Roose Bolton would also make a pretty good Cardassian, for one... Doran Martell would be a Vulcan with a Romulan extended family... the Unsullied could be the Jem Hadar... and I think Show!Margery is kind of Vorta-ish... Dothraki could be Klingons... Greyjoys Nausicans... and Hodor can be a Paklid!

Roose Bolton would make a pretty good Cardassian, but Ramsay would be one of those ones who end up killing thousands of Bajorans for lulz and don't know what to do when the Occupation finished.

Varys would be a great Cardassian. I'm sure he'd enjoy The Never-Ending Sacrifice, too.
