I read this one years ago, so I've probably got everything mixed up now, but I remember there being some sort of investigation, and at the end the investigator says to keep the subject imprisoned indefinitely. Then he throws some of the evidence out the window. I was able to figure out that the imprisoned person was a shapeshifter who had stolen someone's identity, but I never figured out why the evidence needed to be destroyed.

I don't remember exactly (since it's been a long time since I've read it) but IIRC the society as a whole doesn't want to acknowledge that any of the shapeshifters survived the impact of colonialism. So he might be hiding the evidence of that.

I think my copy of the book is at home so I can take a look at it when I get back.
