Yeah AoU really doesn't help with wondering if he actually retired at all, because in IM3 it seems like he sort of does(though I don't think he'd be gone completely but maybe he stepped back a bit?) and then in AoU it's still business as usual with him with a dozen or so suits and contingency plans and basically everything in IM3 seemed to be ignored?

(But then I felt that phase 2 was ignored entirely in AoU anyway *grumbles a bit*).
