nayrt - The problem is, you don't build much of a resume with published work that doesn't pay you. Agents and editors distinguish between work that's published in a magazine that pays pro or semi pro rates vs. a magazine that doesn't. One counts for more, and it's not the magazine that pays peanuts or worse, nothing.
