Well, there's a lot of games like it, I'm sure - I'm most familiar with Paradox games because I'm a huge history nerd. But, yeah, with something like EU4, there's really no way to win because there's no real objective - you're sort of just picking whatever insane objective you want to do, like turning all of Europe Polish, or whatever.
