As a writer, I respond to every AO3 comment I get (but the fact that I'm able to do so is probably a result of me being a part of a bunch of really tiny fandoms). However, as a reader, I do not expect the writer to reply at all. It IS very nice when they do reply, but mostly I comment on fic in order to make the writer feel cherished and appreciated!

For what it's worth, I don't think anyone on AO3 thinks that high comment count due to the author's responding to comments is "inflated". It's precisely for this reason that people look at the number of kudos rather than at the number of comments.
