I wouldn't put it past S.H.I.E.L.D. to pick Sharon to get close to Steve specifically because of her relation to Peggy, and to set her up with the nurse cover story specifically because of his mom. I don't think anyone would argue with any sort of conviction that she's some evil stalker mastermind trying to manipulate Steve for personal gain, just that, the situation being what it is, they'd find it really creepy if they actually got together. She is almost certainly just doing her job, but that doesn't mean that the situation is now totally not weird or skeevy.
