Most people seem to think "if you are neutral about e.g abuse, you are not being 'pacifist' you're allowing abuse to go on"

Usually comes up in regard to stuff like abortion or feminism. "No comment" or "I don't really have anything I particularly want to say about it to you right now in this context" is always taken as "you're clearly on the side of the people I disagree with!" (sometimes by both sides at the same time, which is funny)

That and declining to state your position or commit to either side doesn't mean 'you are being neutral', it could mean a lot of other things. Maybe - going with the abuse analogy - you agree with the views of one side of how bad it is and how it should be condemned, but you disagree with their evaluation of the reasons for abuse and how to address it. Or maybe you agree with them but don't think it'd help to speak up, or that you're just tired and don't want to engage right there and then.
