He's literally in a dress because of the pattern on the original sword, there's nothing more to it than that.

The temper pattern along the edge of the blade looks frilly, compared to the usual either smooth or waved line. It's a completely different look and design to the rest of the swords made by that particular swordsmith. Hence why the character a) dresses differently and b) wears something frilly.

There is literally no gender issue going on at all.

I'm definitely a liberal but holy sh*t, if that's what people are going to turn liberal ideals into, they might just as well tattoo a swastika on their foreheads and stop pretending like they're any better than the worst Republicans.
