Nope, Tony's not a dickweed. His position makes a lot of sense if you actually stop to think about it. The great tragedy of the Civil War story line is that Steve and Tony are BOTH right, and BOTH wrong. The problem is, the comics do a shit job of portraying it, which is why a whole lot of people are wary of Civil War coming to the movies.
