No, I would call that wish-fulfillment. There's a difference between wish-fulfillment and masturbatory. "and then the fairy touched me with her magic wand, and my horrible chronic disease was cured forever" is wish-fulfillment. It's not meant to satisfy sexual desires or lust.

"And then I met a perfect loving partner with great abs who never forgot to pick up the dry cleaing or mow the lawn, and loved to hear about my pedicures" is wish-fulfillment. It's not sex-centric.

OP's classmate's 22-year old character sounds like they're a wish-fulfillment. That can also make a character flat and unrealistic. It doesn't make them masturbatory though.

... I don't think you understand the colloquial usage of the word.

I do, in that in writing, it's often used for when a writer is writing for themselves, to scratch their own itches, rather than for readers.

Masturbatory and wish fulfillment aren't synonymous terms though--the latter can be the former, but it's sometimes not. Wish fulfillment stories can be appealing to an audience. Masturbatory, in the colloquial sense, are not.

OP seems to be using "masturbatory" to give it a sexual-fulfillment vibe--especially since she mentions "creepy fantasies". They don't seem to be using it in the colloquial sense--but rather to allude to it being fap fodder, or something close.

So you were being pedantic on purpose. Got it.

Nope.
