Hollywood Ugly's actually usually used to describe someone who'd be average in pretty much any setting other than one where they're surrounded by Hollywood stars. They aren't really ugly, they're just less attractive than their co-stars, so they get dressed in ill-fitting clothing and everyone pretends to think they're hideous.

Genuinely ugly but compelling and charismatic people like Steve Buscemi don't really have a buzzword, in part because they're incredibly rare in film.

I don't know, isn't that concept known as Hollywood Homely? Whereas there are actors cast in films who genuinely meant to be physically unattractive, but in a different way than ordinary ugly people.
