That's the thing that always pissed me off so much on Law&Order:SVU...

That always annoyed me in SVU too and I like that one episode actually did address the fact that it's kind of messed up for police officers to tell the people they arrest that they should get raped. You might have seen it, but in one episode, one of their previously arrested criminals gets out of jail and tries to get revenge on Olivia because he was raped in prison and he was convinced that she somehow set it up because she told him that she hoped he would get raped in jail (and she was pretty much like "Fuuuuuuuck, I screwed up" when she realized that he genuinely thought she would do something like that)
