It wasn't to avoid triggering people, it was that one of the speakers was deaf and couldn't hear applause. Jazz hands instead of applause works a lot better for deaf stage performers and speakers. Don't forget the Standard, cited newspaper, is part of that wonderful organ of accuracy and neutrality; The Daily BullshitMail group.

You ever stood on stage? With the stage lighting? No, you can't see clapping unless it is a standing ovation or people are holding their hands over their head. It is also, literally, how sign language for applause is signed.

"Jazz Hands" is also, literally, how sign language parses applause. If you "Jazz Hands" at a deaf performer (hands in the air, is one of the few ways to be seen through stage lighting) you are applauding them in their own language. http://www.lifeprint.com/asl101/pages-signs/a/applause.htm
