It could also be that he doesn't want to make them uncomfortable by staring at them. Or, sometimes drawing more attention to what is happening can make it worse (like how some people prefer to be alone when upset).

Found the source. It says: "In the Haktong-ni area of Korea on August 28, 1950, a grief stricken American infantryman, whose buddy has been killed in action, is comforted by another soldier. In the background a corpsman methodically fills out casualty tags. | Location: Haktong-ni area, Korea."
