I've never heard anyone claim "I'm sorry I offended you" is a non-apology. That's really stretching it if they do. Non-apologies as I know them are marked by the speaker not making themselves part of the action, such as "I'm sorry you're offended," so it's "I'm sorry you..." instead of "I'm sorry I..."

I think people are too pedantic about what makes an apology sincere. Some people just don't word things well or are used to speaking in a passive voice. What should matter is the tone, not the exact phrasing.
