It doesn't even have the character is lying. To me the unreliable is more about how the character's world view influences what they see and how they interpret events. They can be 100 percent honest in how they report it, but still not be right because the prejudices, views, past, what have you gets in the way.

This is not say that characters don't lie - but that even the hero is not going always be right about what is really going on in a story.
