IIRC there was a phase where dreamcatcher jewellery was really popular among British teens (it was probably over by the time of the movie, but not long ago enough that the costumer had probably noticed). It's a ridiculous and appropriative fashion, but it's totally plausibly costuming (if that's what they are).

Given patterns of immigration into the UK, I'd say it was most likely that Parvati was born and brought up in Britain.
