I'm guessing this must be in the show only. In the book, I always took him as being his father with all the leashes off. His father at least played the game to an extent.

Khal Drogo wasn't exactly a nice guy either.

He was better in the books.

In the books he was still pretty much the equivalent of Hitler. The whole bit with Mirri Maaz Durr and her people, etc.

IDK, I'd say Stannis and Doran probably win on that front. Depending on how you define powerful, there are a few other contenders, too.
