Personally, I find it way hotter/more titillating if a character really, really wants to have sex, but doesn't (or can't) in order to preserve some aspect of themselves, or to prevent harm to others.

Ooh, could be. Or even some scenario where the character really likes another character but can't be with them for reasons. Like Sarah/Michael S1 Prison Break. That's hot.

Not necessarily about just sex (as much as the entire idea of a relationship), but Shepard/Samara fits that pretty well and I thought it was quite delicious and well done.
