yup, though I did read a fic that did that kind of descriptor for every character for the entire fic. So painful.

I think if it's done only for the non-white characters, it's usually a function of not wanting to erase a difference, but not having thought about (or the skill to write about) it from a more subtle place. See also, books that write women as if they're unfathomable creatures instead of just people who have a slightly different base reality than most men.
