I don't think a relationship with the Joker can ever be described as fully consensual.

Depends. Like any storyline in a franchise that gets reimagined through generations, it has had different takes by different writers.

If we're talking about The Animated Series, then the Joker/Harley relationship can only be described as fully consensual. If we're talking other iterations, then it gets a little more iffy.
