I'd love to see something where Steve sees a burning building and runs inside to save people, not stopping to think that shit, some first responders just saw a crazy guy run into a burning building which people are kind of not supposed to do, and a few follow him in to try to stop him, having had no idea he's Captain America. He saves a little girl but three first responders die trying to go after him, Steve feels responsible, at least one family sues, Steve has to rethink the whole rushing into heroics thing and maybe the army and police has rules for a reason et cetera

He doesn't have to be evil to make mistakes, like I said somewhere upthread. The mistakes have to have consequences though which his plots almost never do
