For Spock/Kirk, I think it's the intensity of the emotions they display (even if they're negative). I know you think the acting is over-the-top, though, but some people eat up stuff like Spock crying for Kirk and going on a rampage after his death. LOTS of drama in that pair to exploit.

For Natasha/Steve, I always HEAVILY got a sibling vibe from them (and Natasha wanting Steve's approval) but I can see how people ship it. Some of Natasha's behavior could be interpreted as trying to see what Steve wants but being reticent of making a move herself. I could see her as thinking he's "too good" for her and that she's "too damaged." Steve, of course, would NEVER see it that way and so I think that could make for a compelling romance for a lot of people.
