Because of the way the deal is structured, Sony had to have a new movie with the character within a certain number of years, otherwise all of the rights revert back to Marvel. Marvel had to work out a deal with Sony to use the character (which I'm sure is giving Sony money) and will continue to have to do so as long as Sony keeps up with the new movies. As to why they keep rebooting to origin stories, well, I think they've shown they aren't exactly great at sequels, or, really, knowing what to do with the character once they get past the origin story.
