If it's still up and public? Not in my opinion. If I were the person with the journal, I might get a little 'wow, there's a flashback' but hey, it's still available. I've got some ancient stuff out there, we're talking AOL days. I wouldn't care if it came up.

So there's one anecdotal data point.

Ask the author anon? "Hi I remember and liked this fic and I want to rec your fic to other people, would you mind" if they dont answer they probably don't care / aren't getting notifications any more anyway

Author's livejournal hasn't been updated since 2013, so I doubt they will.

No. Why would it be? It's public, and if the author wanted it to be private, they would've taken it down.
