I don't know why everyone sounds so surprised by this. OP never said they thought it was harassment, only creepy. It's people's right to look at you if you're in a public area so long as they don't approach you or threaten you, but they totally can do that in a way that you perceive is creepy. It doesn't have to be that one side is wrong. /shrug
