Same, and I cosplay pretty skimpy stuff on a regular basis. I get guys staring at me, sure, but I've never had anyone be creepy about it.

I have. But I would also consider it impolite to do so, and I try not to do it. In that regard, it's comparable to many other impolite things.

but i though if someone stare at you 5 second or longer, its either way want to have sex with you or plotting to murder you. It's a meme thing, i think.

I think so? I mean, if I'm wearing a costume and it looks like the person who's staring is checking it out, I wouldn't consider that creepy, because I WANT people to check it out.
