WHY do they not have air conditioners? That can kill when the heat gets terrible!

The homeowner's association here is considering putting an addendum in the house rules about not changing the outsides of buildings so that we have the ability to install air conditioners because it's been so unnaturally hot here (and it doesn't look like it's letting up at all). We have a lot of older residents, and it's a genuine health concern. I'm worried about some of them. :( I've been checking on my next door neighbor from time to time to make sure she's doing okay, because she's not the most mobile person and some of these days have been both windless and humid, which makes the heat so much worse.
