does he want to have sex or are you both clear and comfortable about the fact that there will probably never be a sexual component in your relationship? because if that's the case, then I'm not sure it really counts as "making him wait to sex" if he's not actually waiting for it because he knows it's not going to happen and he's fine with that. it's kind of messed up if you keep telling him that you want to have sex with him at some point and have no intention of ever having a sexual relationship with him though.
